The Chief Application Officer is responsible for the implementation and management of the IT applications and systems for the healthcare organization. The duties include identifying emerging healthcare technologies and trends, advising senior executives, ensuring technology goals are achieved, and expected value is provided from the information systems implementations.
Must have at least five (5) years of experience in leading/managing information, application implementation and support in a large healthcare organization. Includes at least one Epic implementation from project kick off to successful go live.

A Brief Overview
The Chief Application Officer is responsible for the implementation and management of the IT applications and systems for the healthcare organization. The duties include identifying emerging healthcare technologies and trends, advising senior executives, ensuring technology goals are achieved, and expected value is provided from the information systems implementations. The Chief Application Officer is a proactive leader who engages directly with a diverse network of individuals, including MLH providers and Associates, representatives from Epic, Workday, and third-party vendors. The Chief Application Officer maintains a concerted effort to actualize deliverables in accordance with established project and post live objectives. The role demands an acute foresight to identify and comprehend potential risks and challenges that might surface during implementation and support phases of the portfolio of applications. Leads and directs the team in coordinating, planning, and supporting ambulatory information systems. Models appropriate behavior as exemplified in MLH Mission, Vision and Values.
What You Will Do
- Collaborates with members of the executive team to identify ways IT can assist the company in achieving business and financial goals.
- Advocates to ensure patient care needs are being met by IT applications.
- Identifies new IT developments and technologies; anticipates resulting organizational modifications. Leads and assists in developing project business cases and requests for proposals/information (RFP/RFI). Leads efforts to define requirements, deliverables, objectives, resources, and project schedules
- IT Leader responsible for the application portfolio and coordination of changes, upgrades, and support.
- Assumes a key role in creating and maintaining effective IT governance.
- Manages, evaluates, and assesses how well the organization is managing its IT application resources and project management resources. Hires, develops, and retains a competent, productive and quality conscious IT application team capable of implementing and maintaining complex applications and integration. Leads and directs personnel in coordinating, planning, and support of the integrated computer-based applications for MLH.
- Develops, monitors, and administers annual operating and capital expense budgets and plans and recommends annual and multi-year capital expenditures for the work unit's responsibilities.
- Leads and assists other leaders in evaluating and selecting new systems including defining requirements, deliverables, objectives, and resources. Provides expertise to development of project business cases and requests for proposals/information (RFP/RFI).
- Represents MLH in matters relating to contract discussions or negotiations with outside vendors. Serves as a liaison with external vendors to achieve desired results.
- Directs the installation, testing, documentation, training, and support, including system cost estimates and vendor management and oversight of complex custom and commercial computer based information technologies.
- Ensures stakeholders are well informed and knowledgeable of key issues, risks and resource requirements, budget and cost factors, and technical challenges.
- Escalates issues and risks to executive leadership to ensure proper awareness and efficient resolution to sustain the project implementation timelines and provide efficient, effective support for production systems.
- Oversees IT project management including development and enhancements to IT project management, standards, processes, and policies. Ensures appropriate processes are identified and followed, specifically scope management, change management, communications, and risk management. Ensures project documentation is created and maintained to standards and presents findings to stakeholders.
- Ensures all outcomes and deliverables meet organizational goals, objectives, and quality standards.
- Works in conjunction with Central Business Office, Patient Financial Services, and other departments to ensure the maintenance and integrity of records, feeds and interfaces between systems.
- Definition, adoption, and consistent execution of system requirements, communication, change management, issues management, and post-implementation support.
- Solve highly complex technical, organizational, and operational problems.
- Communicates, collaborates, and consults effectively with all levels of the organization. Builds team relationships and partnerships across organizational lines.
- Ensures delivery of quality customer service and responsiveness.

Experience Qualifications
- 5-7 years Software, application, and/or electronic medical record (EMR) implementation project management
- 5-7 years Progressive management
- 1-3 years Implementing EPIC/EHR systems

- Skilled in Microsoft Office products including MS Project, Visio, Word, Excel, and PowerPoint required; ability to use other on-premises or cloud-based project management and reporting.
Supervision Provided by this Position
- Leads the Application and Project IT team which may include directors, managers, trainers, project managers, and systems analysts; provides oversight for contractors and vendors.
- Directs a permanent professional staff of two hundred or more and from time to time temporary contractual or vendor staff.
Physical Demands

- Must have good balance and coordination.
- The physical requirements of this position are: light work - exerting up to 25 lbs. of force occasionally and/or up to 10 lbs. of force frequently.
- The Associate is required to have close visual acuity to perform an activity, such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; or extensive reading.
- The conditions to which the Associate will be subject in this position: The Associate is not substantially exposed to adverse environmental conditions; job functions are typically performed under conditions such as those found in general office or administrative work.
